It does not. I can’t speak for all countries but I must have used by Visa (and MasterCard) credit cards in over a dozen countries. As a cardholder, I haven’t found any difference that could be attributed to Visa (or MasterCard).
While overseas credit card transactions attract foreign exchange conversion fees, unlike domestic credit card transactions, those are differences related to credit card issuer bank, not Visa (or MasterCard).
