I can’t be sure until I see the exact notification screen you’re referencing but, in all likelihood, it means that somebody is trying to trick you into parting with your money. PhonePe is an example of an UPI payment app. UPI is, in turn, a type of so-called Account-to-Account (A2A) payment method, which includes Zelle (USA), FPS (UK), Google Pay (global), NEFT and IMPS (India). It’s a universal feature of A2A payments globally that payments can be made to you by someone who knows your account number + sort code / IFSC code or UPI ID or some such basic payment info about you.In A2A, someone does not try to send you money. They just send it. And you receive it as long as you’re on PhonePe. Sending you money does not require your knowledge or permission. What’s probably happening in your case is that someone has used the Request Money feature on their PhonePe app and entered your UPI ID. In the comments line, they’ve entered the misleading text that they’re trying to send money to you. PhonePe relays whatever they’ve entered, thus trying to fool you into believing that someone is trying to send money to you. If you hit YES and enter your UPI password, the said amount will leave your account and get credited to their account. You won’t be able to get it back. It’s not only PhonePe. This is a fairly common “social engineering” trick in all A2A payment methods all over the world. I read about at least one such scam in the newspapers every day.Sit back, relax, make yourself comfortable while using any A2A payment app.

PULL mode on an A2A payment method like UPI is dumb. People who use it are dumber. I thought both went extinct years ago. But, no, "there's a sucker born every minute".
