{"id":99,"date":"2008-11-10T20:21:26","date_gmt":"2008-11-10T14:51:26","guid":{"rendered":"http:\/\/sketharaman.com\/blog\/?p=99"},"modified":"2010-04-05T19:57:49","modified_gmt":"2010-04-05T09:57:49","slug":"putting-the-cart-before-the-horse-works","status":"publish","type":"post","link":"https:\/\/sketharaman.com\/blog\/2008\/11\/10\/putting-the-cart-before-the-horse-works\/","title":{"rendered":"Putting the Cart Before the Horse Does Work!"},"content":{"rendered":"<p>During my vacation a couple of weeks ago, I was taken on a visit by an enthusiastic representative of an NGO called <strong><a href=\"http:\/\/www.ctrdtrust.com\/index.html\"><span style=\"color: #606420;\">CTRD Trust<\/span><\/a><\/strong> to a\u00a0 tribal village rehabilitated by the trust. Until a few months ago, this village, located at the foothills of the Nilgiris Hills around 50 kms west of Ooty, didn&#8217;t have electricity.\u00a0<\/p>\n<p><img decoding=\"async\" src=\"http:\/\/www.sketharaman.com\/blog\/wp-content\/uploads\/2008\/11\/CTRD_Tribal_Village_400x300.jpg\" alt=\"\" \/>\u00a0<\/p>\n<p>Before the last state government elections, one of the parties had promised to gift a free TV to every\u00a0underprivileged household\u00a0in this village and everywhere else in the\u00a0state. But, without electricity, the villagers wondered, how would the TVs work? Was this just one more election promise to be conveniently forgotten\u00a0after the elections were over?<\/p>\n<p>Ah, that was not to be!<\/p>\n<p>After the elections, which the said party won, every household in this village did receive the promised\u00a0free\u00a0TV. And, lo and behold, the state&#8217;s electricity board (as state-owned power utilities are called in many states in India) actually &#8220;electrified&#8221;\u00a0the village!\u00a0So, the TVs did\u00a0work &#8212; and still do!\u00a0<\/p>\n<p>Appears that putting the cart before the horse does work sometimes!<\/p>\n<p>Is this\u00a0a lesson in rural development for emerging economies?
